Hello Caleb, in general Part V of Article 410 requires luminaires to be connected to an equipment grounding conductor to prevent the conductive surfaces of a luminaire from becoming energized and causing an electric shock. However, there are very specific exceptions to this rule in Section 410.42 and 410.44, where prevention of electric shock can be achieved through another means, like isolation or GFCI protection.
