Hello Ron. In general, the need for a disconnecting means will be tied to the equipment the industrial control panel is controlling. For example, if the load being controlled, then Section 409.30 points to Part IX of Article 430 for Motor disconnecting requirements. Additionally, Section 409.21(B)(1)-(2) requires each incoming supply circuit to have overcurrent protection either ahead of the industrial control panel, or single main overcurrent device installed inside of the industrial control panel.
