Question:
I repaired an exterior main breaker falling of a home and when I opened the cover I observed a piece of 83 nm cable connected to the load side of the 200 amp breaker. The cable goes +-30 feet to the load luges of a pool equipment panel. How many code sections does instillation involve and what articles are they. This project was inspected in 2014 by the Myrtle Beach code compliance office and said it passed code.

Hey Denny thanks for your question. There are several NEC violations that seem to exist but an onsite visual inspection would need to confirm them. Conductors must have overcurrent protection based on their ampacities as stated in 240.4. The overcurrent protection must be located at the supply point as stated in 240.21 unless allowed by specific rules in that section. The 8/3 AWG cable installation does not seem to meet any of those (tap rules). NM cable is not allowed in wet or damp locations as stated in 334.12(B)(4) and is probably not suitable in the pool area. Terminals for more than one conductor must be identified as stated in 110.14(A). There could very well be other problems. You might want to ask the AHJ why the installation was originally approved because there might be other similar situations in the area.
