Hey Arthur thanks for your question. No. Lamps for general illumination must be in a suitable luminaire or a lampholder with a guard to protect them from accidental contact or breakage as stated in 590.4(F). Guards to prevent contact are also required in 6.1.3.1 of NFPA 241 - 2019, Standard for Safeguarding Construction, Alteration, and Demolition Operations, unless the "bulb" is deeply recessed by the reflector.
