Hi Ed,
Thanks for the question. There is no requirement for surge protective devices in the panelboard mentioned in the question. Article 551 provides the minimum requirements. The was a new requirement for surge protective devices added in Section 230.67 for dwelling units. The term dwelling unit is defined in Article 100, as is the term recreational vehicle in 551.2. These definitions create the differentiation between an RV and a dwelling unit. Surge protection would be optional in the installation addressed by your question.
