If a terminal bar is listed and identified for multiple conductors why can't more that one grounded conductor be connected that way? Am I reading Section 408.41 wrong?

Hey Christine thanks for your follow up question. You are reading it correctly for grounded conductor terminations in panelboards. Equipment grounding conductors are not intended to be current carrying under normal conditions. Grounded conductors are often current carrying under normal conditions. This rule was added in the 2002 NEC as 408.21. It was a previous requirement in the Panelboard Product Standard, UL 67, and should have always been included in the panelboard installation instructions but was added to the NEC. One reason is likely due the different effects on the conductor terminations when one is carrying current, which can vary from no current to full current, and the other normally does not carry current.
