Does the maximum 25-ohm resistance-to-ground value apply to a concrete-encased grounding electrode? Is a test required for this? You opinion is valued.

Peter, the 25-ohm to ground resistance maximum applies for a single rod, pipe, or plate grounding electrode. See the exception to Section 250.53(A)(2).
