Good Morning,
I have encountered a new home footing in which an epoxy coated rebar was used as the continuous horizontal reinforcement for the footing as well as the vertical UFER ground. I required them to replace the epoxy coated rebar with bare metal rebar for the vertical UFER and for 20’feet of the horizontal in the footing. Does this meet the NEC requirement?

Thanks for the question. Based on the information provided in your question, the bare rebar would seem to qualify as the concrete-encased grounding electrode as described in Section 250.52(A)(3). Hope this is helpful.
