Hey Theodore thanks for your test question. A grounded conductor is only allowed to be used in place of an equipment grounded conductor for frames of clothes dryers and some cooking appliances in existing installations as stated in 250.140 Exception. All the conditions of the exception must be complied with. An uninsulated that is part of Service entrance Cable is allowed to be used as an equipment grounding conductor as stated in 338.10(B)(2).
