Good Day!
I work retail and there are a lot of people who want to use type NM cable in PVC outdoors in the ground. I had a conversation with a person that said he taught code classes and had 4 things submitted that had been written in the code. He said PVC was considered a dry location and it was acceptable to do so. Also splicing in an LB. I interpret it as no to both. Who is correct?

The inside of conduit installed in underground locations is a wet location and wiring suitable for wet locations is required. NM cable is not suitable for use in a wet location. See NEC Section 300.5(B) and 334.10(A). Conduit bodies such as "LB" can contain splices where they are marked with their volume by the manufacturer and meet the rest of the provisions in 314.16(C).
