Dear CQD, the Exception to Section 501.30(B) states:
In Class I, Division 2 locations, the bonding jumper shall be permitted to be deleted where all of the following conditions are met:
- Listed liquidtight flexible metal conduit 1.8m (6ft) or less in length, with fittings listed for grounding, is used.
- Overcurrent protection in the circuit is limited to 10 amperes or less.
- The load is not a power utilization load.
What is a Power Utilization Load?

Answer:
Greetings David, correct there is no NEC® definition of Power Utilization Load. This could be equipment that uses/consumes power. An example would be a Solenoid as it uses energy, whereas a manual switch (device) would not be considered a Powered Utilization Load as it does not actually use energy.
