Hello,
I was told that neutral to ground connections shall not be made to grounded conductors on the load side of the service main bonding jumper. There is no separately derived system, just feeders in a single building. The green screw is bonded to each panelboard enclosure in each apartment. Does this violate the NEC, if so what rule?

Hi Paul,
Thanks for participating. Based on the information in the question, the neutral to ground connection in the panelboards of each apartment are in violation of Section 250.24(A)(5) which reads as follows: A grounded conductor shall not be connected to normally non–current-carrying metal parts of equipment, to equipment grounding conductor(s), or be reconnected to ground on the load side of the service disconnecting means except as otherwise permitted in this article. Note that the neutral mentioned in the question is typically a grounded conductor which is addressed in the text of 250.24(A)(5).
