Hello Ray,
Thanks for the question. Yes a surge protective device (SPD) can be installed on the line side of the service overcurrent protective device but there are a few NEC rules that apply. First, the SPD needs to be a Type 1 SPD as covered in the Article 100 definition of surge protective devices. Next check Section 230.82(4). Section 242.12 (2020 NEC) and Section 285.23 (2017 NEC). Remember, surge protective devices are required to be listed and must be installed and used within their short-circuit current ratings.
