The NEC refers to qualified persons multiple times. If an electrician has a license, is he considered qualified?

Hi Tom, great question. The NEC does not provide information that assists in determining if a person is qualified or not, other than a definition of the term "Qualified Person." This definition indicates that qualified persons have the skills and knowledge related to the construction and operation of the electrical equipment and installations also has received safety training to recognize and avoid the hazards involved. Having a license or certification only demonstrates minimum proficiencies that a person was tested for. Everyone is qualified to a degree and in various disciplines. A person may be qualified for one task, but unqualified for another. The key is to whether a person is qualified depends on the training and experience one has gained. Often regulating agencies require licenses or certifications as the means to demonstrate minimum qualifications have been met. The definition of qualified person in Article 100 of the NEC provides a baseline for use by entities that are responsible for making this determination. The NEC does not determine who is qualified and who is not.
