Hi Andy,
Panelboards are typically installed in cabinets. The requirements for cabinets and cutout boxes are found in Article 312. Section 312.8 permits splices and conductors to pass through a cabinet or cutout box, if there is adequate space to do so. This section requires that the space used for conductors passing through does not exceed 40% fill of the cross. sectional area. Also at spaces where splices are made, the splices must not exceed 75% of the cross sectional area of the space in the cabinet.
