Hey Wayne thanks for your question. No. The equipment for electric vehicle charging systems must have a listed system of protection against electric shock of personnel as stated in 625.22. But if cord and plug connected, receptacles that have ratings as stated in 210.8(A) or 210.8(B) must have GFCI protection for personnel.
