Hey Chad thanks for your comment. If the service conductors are underground you are correct as 230.30 is for underground service conductors and EMT (electrical metallic tubing) is not included in the list of wiring methods. The question stated that the "meter socket was mounted back to back with an interior electrical service panelboard". EMT is allowed for service entrance conductors that are not underground as stated in 230.43(5).
