Hey Jeff thanks for your question. Live parts operating at 50 to 1000 volts must be guarded as stated in 110.27. Thermostats are often supplied by Class 2 circuits which would be determined by 725.121(A) and 725.124 and they will be at a voltage much less than 50.
Boxes or other types of equipment are generally required as stated in 300.15 but that section is not included in 725.3 as one that is always applicable. Part I of Article 300 is applicable to Class 1 circuits as stated in 725.44 but there is no reference to 300.15 in Part III of Article 725 for Class 2 and Class 3 circuits. In this case a box or enclosure is not needed because there is no requirement to have one.
