Hey Richard thanks for your question. Not by the NEC as its purpose is about hazards related to the use of electricity as stated in 90.1. Flammable liquid storage cabinets are covered by 9.5 of NFPA 30, Flammable and Combustible Liquids Code and more information is available in Chapter 7 of NFPA 77, Recommended Practice on Static Electricity. Bonding and grounding are often used when dispensing or using flammable liquids as opposed to just storage but check with the Fire Marshall or other local AHJ to see if they have rules about your specific application.
