Question:
I search throughout the code, and found requirements for the heights of service panel .But is there a requirements of how high it must be from the floor up to bottom of panel?

Hey Gordon thanks for your question. There is no specific minimum height for service equipment but the service disconnecting means must be readily accessible as stated in 230.70(A)(1). See the definition of Accessible, Readily in Article 100. Access and working space must be provided as stated in 110.26 and panelboards in damp or wet locations must comply with 312.2 as stated in 408.37. If utility metering equipment is included some utilities have minimum and maximum heights from grade.
