Paul,
Ground-fault circuit interrupters are listed and evaluated to UL 943. It is worth mentioning Section 90.7 refers to “qualified electrical testing laboratory” rather than “nationally recognized testing laboratories (NRTL).”
Requirements in the NEC that call for ground-fault circuit interrupter (GFCI) protection anticipate GFCI devices and breakers being listed to applicable standards (UL 943 in this case). While not a general requirement of the Code, the NEC has many requirements that specifically call out listed ground-fault circuit interrupter protection. Most AHJs use listing as a basis for issuing their approvals as outlined in their responsibilities addressed in 90.4.
