Question:
My project is a power pole sub panel that will energize well pump motor. I installed a 3 wire over head from main service panel to power pole sub panel and installed a ground rod at power pole. My inspector is calling my power pole a building or structure. Inspector wants a grounding conductor from power pole to main panel? Is he correct?
Power pole is not a building or structure it seems? Grateful for your answer.

Hi Jeff and thanks for the question.
The inspector is correct, but not for what you mention in the question. If your f=overhead feeder to the equipment on the pole is single-phase, 3-wire, then it should include two ungrounded conductors, a grounded (neutral) conductor that is insulated and an equipment grounding conductor. Section 250.24(A)(5) requires separation and insulation of the grounded conductor on the load side of the service disconnecting means. Neite exception to 250.32 applies in this situation, nor do the allowances in 250.142(A) in this case. Section 250.142(B) would be applicable.
