Are there any Code provisions regarding removal or reinstallation of wall switches containing mercury?

Hey Ken thanks for your question. If by "Code" you mean NEC then no. But there are environmental regulations about mercury. You can find more information here:

https://www.epa.gov/mercury/storing-transporting-and-disposing-mercury

and at your local and state level.
