Hey Phil thanks for your question. No. Live parts operating at 50 volts to 1000 volts must be guarded as stated in 110.27. Approved enclosures are commonly used but they are not required to be locked. Locking is acceptable and is considered accessible to qualified persons as stated in 110.26(F).
