Code requires that protection from physical damage be provided. Steel plate is only one method of protection that can be provided! The simplest fastest way to protect this cable from penetration is to simply put it in EMT. Assuming that is we are talking about Romex or nonmetallic cable? If this is not sufficient protection for the cabling it could simply be put in rigid metal conduit!

Hey Oliver thanks for your comment. You are correct; the answer should have been more complete. Other methods including EMT or RMC can be used instead of providing steel plates as stated in 300.4(D) Exception No. 1.
