Hey Mark thanks for your question. If I understand your question correctly then no. A disconnecting means is required within sight of the motor and driven machinery (In Sight From), as that term is defined in Article 100, unless the exception applies as stated in 430.102(B). Having a start/stop control switch at that location seems like a good design but is not specifically required in the NEC.
