Are junction boxes above a sheetrock ceiling considered accessible, if you must remove a 2 X 4 lay-in light fixture to access the box?

Hi Kelvin, thanks for the question.
The 2020 NEC has been revised to address this situation. Section 410.118 is added to address access to other boxes behind a luminaire. This new requirement clarifies that luminaires are not permitted to be used to access outlet, pull, or junction boxes or conduit bodies. Access panels, doors, or other means of access must be provided where necessary.
