Hello Susan,
Thanks for the question. First the NEC does not determine who is qualified. The NEC does indicate that "The installation of equipment and all associated wiring and interconnections shall be performed only by qualified persons." See Section 690.4(C). See also Article 100 for the definition of qualified person which indicates that a qualified person is "One who has skills and knowledge related to the construction and operation of the electrical equipment and installations and has received safety training to recognize and avoid the hazards involved." Many jurisdictions also have licensing and certification reequipments that help regulate qualified persons and the work they can perform. Licenses and certification are only part of the equation here, real qualified persons have knowledge, training, and experience in addition to any required formal credentials. You might want to consult a qualified electrical contractor.
