Hi George. There is not a specific rule prohibiting this type of installation, and in commercial kitchens there are receptacles and other electrical equipment permanently wired/mounted to countertops and workstations not fixed in place or part of the building structure. However, Section 110.12 requires electrical installations to be installed in a professional and skillful manner. Section 300.4 requires conductors, cables, and raceways to be protected from physical damage. If the portability of the cabinet is going to compromise the wiring method used, then it would create a physical protection issue. Physical protection is very subjective, so it is always advisable to consult with the local AHJ to discuss potential options.
